Could some one explain to me HOW it is Illegal not to respond to a census that is confidential. HOW they KNOW who or what filled out said census?

The census is confidential only in that they don't make any of the information you provide publicly available, only the general statistics calculated from all the responses they receive are publicly released.  You still have to give them your name, address, phone number, SSN, etc. when you fill out the form; so there is no question: they know who you are.  They probably don't know what you are, but hell nor do the rest of us!
